2. 2014 Public servants murdered in Asburton
On 1 September, Russell Tully shot dead two staff members in the Ashburton office of Work and Income New Zealand (WINZ), from which he had been trespassed.
Also convicted of the attempted murder of a third staff member, Tully was sentenced to a minimum of 27 years’ imprisonment before he would become eligible for parole. In 2016 a judge ruled that WINZ had failed to take practicable steps to mitigate a reasonably predictable hazard.
